Nikol Pashinyan, while being in the opposition, often accused the former authorities of using the administrative resource. But his government also uses that administrative resource. This time we will speak about March 1st rally. It was organized by Prime Minister Nikol Pashinyan who used Facebook live stream to call for people to participate in the rally stretching from Liberty Square to Monument of Alexander Myasnikyan.
This rally was essentially a political event.
A few days before, information on March 1st rally was published on the official website of the Ararat regional administration, where it was mentioned, that the governor of the region will personally lead the rally from Ararat province to Yerevan. Publicizing information about such an event on official websites of the state bodies is inadmissible as the ruling political party should not be identified with state bodies. State resources, including official websites of state bodies, cannot serve the purpose of the people in power.
Shortly after, the publication was removed from the official website.
Referring to this topic in the afternoon of March 1, RA Minister of Territorial Administration and Development Suren Papikyan said, “There was a misunderstanding. In fact, there is no secret, we all want to participate in the rally on March 1, and it will be our tribute to honor.” According to Papikyan, there is no need to use the administrative levers to ensure a high level of participation in the rally. Papikyan also denied the news about the staff of the regional administration leaving the offices earlier to partake in the rally. He said, “There cannot be a political issue here based on the misuse of administrative resources. We cannot join the rally at night, please understand us correctly, this is our duty.”
Earlier, Public Television Company of Armenia referred to the rally, indicating the meeting place and time. In this case, the state-owned media also served as a tool for propagandizing the pro-government rally, which is also unacceptable.
