On October 23, Foreign Minister Zohrab Mnatsakanyan participated in an online webinar organized by the “Atlantic Council”, chaired by John Herbst, Director of the Eurasian Center at the Atlantic Council. The discussion focused on the Nagorno-Karabakh conflict, the recent developments in the Nagorno-Karabakh conflict zone due to the aggression unleashed by Azerbaijan and the prospects for establishing a verifiable ceasefire regime.

Starting his remarks by presenting the essence of the conflict, Minister Mnatsakanyan particularly mentioned: “At the center of the issue is the physical, existential security of our compatriots, and we have made it very clear that we are dealing with a real existential threat to which we have exposed in the past, and we must not allow this happen again”.

Zohrab Mnatsakanyan presented in detail the situation unfolded around the Nagorno-Karabakh conflict zone since September 27. The Minister drew the attention of John Herbst and online participants to the facts of war crimes committed by Azerbaijan, in particular the atrocities against the civilian population and the continuous targeting of vital civilian infrastructure.

While referring to the statements of October 10 and October 17 on the cessation of hostilities reached with the direct involvement of the leaders of the OSCE Minsk Group Co-Chair countries Russia and France, the Minister stressed Armenia’s commitment to the obligations under those agreements. In this context, Minister Mnatsakanyan also referred to the meetings held in the United States, noting that the messages voiced by the United States are encouraging and are aimed at the immediate implementation of the ceasefire efforts.

The Foreign Minister highly assessed the consolidated efforts of the Co-Chair countries, noting. "Despite the misunderstandings on a number of issues on the international agenda, the Co-Chair countries are united by significant solidarity in the Nagorno-Karabakh conflict. This very strong unity is the aspiration of the Co-Chairs to achieve a ceasefire, which can put an end to the disaster that threatens the right to life of our compatriots in Artsakh”.

Answering the host's question related to Turkey's role, the Foreign Minister noted: “We have witnessed Turkey's destabilizing role in the Eastern Mediterranean, North Africa, the Middle East, and now we see that destabilization being exported to the South Caucasus, as it is manifested in Turkey's overt military-political support for Azerbaijan's large-scale aggression. This is Turkey's so-called role in our region."
