During the campaign of the ruling Civil Contract Party in Armavir Marz on June 7, the Electoral Rights Watch considered two cases of short-term custody of citizens for expressing their opinion on the de facto acting Prime Minister. In both cases, the Police of the RA did not properly balance the fundamental freedom and the right of a political party to conduct a campaign. The recently amended Article 149.1 of the RA Criminal Code, which is presented as a legal basis for actions of law enforcement bodies, which, however, being inherently unconstitutional, was interpreted arbitrarily at the initial stage.

During the campaign of the Civil Contract Party, the hate speech, incitement to violence and threats against the opponents continued. In particular, the de facto acting Prime Minister stated. "I tell all of you, no one should push his luck, if you continue your obloquy ("baykuş" in Turkish, the allegoric meaning in this context is not clear) and actions, you will appear underfoot of hundreds of thousands of people, in the literal and allegorical sense of the word".
