Daily Digest. 19.03.2020. State Secret Matters Publicized by Nikol Pashinyan and International Organizations' Exhortations to Governments

In Armenia, the state of emergency declared from 16 March is continued and in that conditions, a regular government meeting was held. During the session, Nikol Pashinyan among the other problems and situational issues refer to the level of the food security of the RA and publicized some state secret matters.

According to the law on state and official secrecy of RA, state secret is information on the spheres of military, foreign relations, economic, scientific, technical, intelligence, anti-intelligence, operative intelligence activity of the RA, which are protected by the state and whose spread can create severe consequences for the security of RA.

March 19 was filled with exhortations from international organizations addressed to Governments

The day before the Personal Representative of the OSCE Chairperson-in-Office, Andrzej Kasprzyk, made a statement. The official said that following the spread of COVID-19 monitoring exercises will be suspended.

The Co-chairs of the OSCE Minsk Group also made a statement: "Recognizing that the region's medical resources should be dedicated exclusively to combating the spread of the virus and treating those affected, we urge the sides to exercise the greatest possible restraint to lessen the risk of escalation including direct communication links".

In light of the growing disruptions caused by the COVID-19 pandemic, the monitors for freedom of expression and freedom of the media for the United Nations, the Inter-American Commission for Human Rights, and the Representative on Freedom of the Media of the Organization for Security and Co-operation in Europe issued a joint statement.

David Kaye, Harlem Desir and Edison Lanza believe: Journalism serves a crucial function at a moment of a public health emergency, particularly when it aims to inform the public of crucial information and monitors government action. "We urge all governments to robustly implement their freedom of information laws to ensure that all individuals, especially journalist have access to information".

President of «Freedom House», Michael J. Abramowitz, made a statement. "Today now more than ever, the world needs the benefits of democratic governance, including a free press, open and inclusive policy debates, and good faith cooperation among elected officials at home and abroad to effectively address this global health crisis", he said.
